Doing a space import triggers errors on user_mapping

      Issue Summary

      Not all the time. Sometimes this corruption is seen and once seen can't be avoided.

      This is reproducible on Data Center: Yes

      Steps to Reproduce

      1. Take an export of Confluence cloud space. 
      2. Try to import it an another Confluence cloud via https://support.atlassian.com/confluence-cloud/docs/import-a-confluence-cloud-space/ 

      Expected Results

      Space should be imported properly 

      Actual Results

      The below exception is thrown during the import of the space

      ERROR: insert or update on table "content" violates foreign key constraint "fk_content_lastmodifier"Detail: Key (lastmodifier)=(aaaaaaaaaaaaaa) is not present in table "user_mapping". 

      Workaround

      Currently there is no known workaround for this behavior. A workaround will be added here when available.
