Issue Summary

When guest users try to edit or copy a legacy editor, it shows:

You are not permitted to perform this operation

Guest users are currently only able to work with the New editor pages.

Steps to Reproduce

1. Add guest user to a space which includes legacy editor page.
2. Guest to try editing or copying the page.

Expected Results

Guest users should be able to edit, copy and work with legacy editor pages.

Actual Results

Guest users are not able to edit, copy and work with legacy editor pages.

Workaround

Convert the legacy editor page to a new editor experience and guest users will be able to edit.
