Issue Summary

Page shows a pace holder for empty drafts, when expanded cannot find the empty draft. 

Steps to Reproduce

1. create an empty draft under a parent page
2. exit the draft tab without adding any content, making it an empty draft
3. the parent page will show a placeholder to expand in the page tree
4. when expanded nothing shows up
5. thus cannot delete the empty drafts

Expected Results

Either the parent page should not show the pace holder for an emtpy draft

or

show the empty drafts so users can delete them

Actual Results

Empty placeholder for a parent page when an empty draft is created.

Workaround

The empty drafts are scheduled to be auto-deleted every 60 days.
