The current space permission that gives a user ability to edit/create pages also gives the ability to modify the TOC. 

We like to give associated teams edit rights, but don't want them touching our TOC. The TOC is so easy to click on & move things, people accidentally can move items.

Proposed Story: As a Confluence Space Admin, I want to give users the ability to create and edit pages, but NOT modify the Table of Contents.
