Ability to disable "Related pages" for all the instance

Summary

By default, the "Related pages" feature has options to disable it at a page or space level, allowing admins to control how the pages will look in the spaces.

Suggestion

For scenarios where the whole instance needs to follow a pattern or where the feature might not be used, there is no option to disable it globally, making the process toilsome as each of the spaces would need to have it toggled off.

This is a suggestion to allow Confluence administrators to bulk disable the "Related pages" feature with a single toggle/button for the whole instance.
