Issue Summary

Within the "Further Configuration" system Settings page there is a checkbox named "Likes/Reactions". 

Enabling this will allow users to like/react to pages, blogs, comments, and other content. 

Even after disabling this checkbox it is still possible to like/react to pages/blogs and inline comments.

The configuration seems to work for regular page comments. 

Steps to Reproduce

1. Go to the Further Configuration system Settings screen (/wiki/admin/viewspacesconfig.action)
2. Uncheck "Likes/Reactions"

Expected Results

• Users should be blocked from adding likes/reactions to pages, blogs, comments, and other content.

Actual Results

• Even after the checkbox is disabled you can still add likes/reactions to pages, blogs and inline comments.
• Likes/reactions to regular page/blog comments are blocked.

Workaround

Currently there is no known workaround for this behavior. A workaround will be added here when available
