The ability to revoke add page without removing edit permission on pages

      Issue Summary

      When a user/group is granted add page space permission there are granted the ability to add pages and edit pages in the space as long there is not edit page restrictions.

      It would be nice to have the choose for the users to have the ability to edit pages without the ability to add pages.
