Unable to edit custom header image after space import

      Issue Summary

      Migrating a space with a custom header image results in a broken header image and does not provide you with the options to update the image.

      This is reproducible on Data Center: no

      Steps to Reproduce

      1. Create page in Confluence Cloud and upload a custom header image
      2. Export Confluence space to XML
      3. Import XML on new Cloud instance

      Expected Results

      Able to click on broken header image and select 'Change image' option to fix broken header image

      Actual Results

      Clicking on broken header image does nothing. No options available to update image.

      Workaround

      Remove custom header image before exporting XML file
