Issue Summary

When performing a site import, all inline comments are converted to page comments.

Steps to Reproduce

1. Create a page with an inline comment
2. Create a site backup
3. On another Confluence site (without JIRA), import the backup
4. Compare the pages side-by-side

Expected Results

Inline comments would remain as they are on the source.

Actual Results

Inline comments are converted to page comments and they are no longer available as inline comments. 

Workaround

Perform a space export / import instead.
