PIR [PIR-11339] Action item - Audit and update queues for key collab experiences

      Issue Summary

      During HOT-97229 it was discovered that several key UX flows were in the default queue. We should update these to be on the low latency queue as action is expected quickly for the user and we should not be waiting on the default queue.

      Processing for collab items should be near real time from user perspective.
