Issue Summary

When site backup (Confluence) is imported to vortexed site, its not importing the groups.

This is reproducible on Data Center: (yes)

Steps to Reproduce

1. Take a Confluence back-up from old UI ( non-vortexed site)
2. Attempt to import it on new UI (vortexed)

Expected Results

The groups should be imported to the new site as per What gets migrated with Jira site import

Actual Results

The custom groups will not be imported to the new site.
