Issue Summary

Templates are getting created in the Old editor. The pages created out of the template are also created in the Old editor.

Steps to Reproduce

1. Go to Confluence settings
2. Take the 'Global Templates and Blueprints' option
3. Create a new template. The template is getting created in the old editor.
4. Create a new page using this template. This page is also in the old editor.
5. In addition, many of the existing built-in templates on the 'Global Templates and Blueprints' page are showing as duplicated.

Expected Results

The new templates should be created in the new editor

Actual Results

The new templates are created in the old editor.

Workaround

Currently, there is no known workaround for this behavior. A workaround will be added here when available
