Ability to prevent managed users from starting a team outside of their domain

      Currently, you can Start a Team with anyone from your site. Some sites contain users from multiple domains, so organization admins want to restrict team creation to users within a single domain.

      Allow organization admins to restrict team creation to users within the managed domain.
