WCAG: links are not differentiated from surrounding text

      Summary

      Whenever we are creating content on Confluence, hyperlinks cannot be differentiated from surrounding text if the user is using some sort of accessibility extension.
      The only way a colorblind or low vision person has to differ this content on pages is when they hover the mouse cursor over the text.

      Suggestion

      Change hyperlinks to be compliance with WCAG:
      Understanding Success Criterion 1.4.1: Use of Color: explains that color should not be "used as the only visual means of conveying information, indicating an action, prompting a response, or distinguishing a visual element."
