Improve "Request for N People / Invite all users" button

Problem definition

At this moment, any user is able to invite a certain number of users or all users in a slack channel to join confluence. Some customers would like to have the ability to better control the way that users are invited through slack integration.

Suggested Solution

Add a global permission to restrict the users who can invite users by slack integration.
