Issue Summary

A user with view permission to a page would get an option to remove a page label but when the page is refreshed the label appears back.

As per the current functionality, a user would be able to remove a label from a page only if they have edit permission to the page.

Steps to Reproduce

1. Step 1: Create a test page and add a label.
2. Step 2: When a user with view permission to the page clicks on the 'x' symbol to remove, it removes the label but when refreshed the label appears back.

Expected Results

A user with view permission should not be getting an option to remove a label.

Actual Results

A user with view permission can remove the label but when refreshed the label appears back.

Workaround

Refresh the page to check if the label is actually removed.
