Info panel title is turned into and header 3 when converting it to the new editor

Issue Summary
The info panel title is turned into a header 3 when converting to the new editor

Steps to Reproduce
1 - Create a page on the legacy editor and add an info panel with a title
2 - Convert the page to the new editor

Expected Results
The info panel name should not change

Actual Results
The title of the info panel is converted into an "h3" heading and corrupts the TOC at the top of the page.

Workaround
No workaround at the moment
