Creating a new space has Overview page in the legacy editor

      Issue Summary

      When creating a new space, it uses the Default Space Content from the global template in Confluence Settings, which is on the Editor (aka new editor).
      The spaces are being created with its Overview page in the legacy editing experience, disregarding if the instance has only the Editor or both Editors.
      Additionally, it happens even if the global template is edited or not.

      Steps to Reproduce

      1. Create a new space;
      2. Check the Overview page
      3. Edit the overview page of this space

      Expected Results

      This page is on the new editing experience

      Actual Results

      The page is on the legacy editing experience. The global template though is showing the Editor (new) when you edit it.

      Workaround

      Create a new page in the space and change it to be the new overview one.
