Summary
Upon adding an inline comment to a page while its "edit" mode is open, the comment will create a new version in the Page history. The following steps are used to replicate it:
- Edit a page with user A and keep the "edit" mode open without publishing it.
- Open the same page with user B and add an in-line comment (this can be also done by user A as long as the "edit" mode is open in a new tab or window).
- Go to the page history and observe that a new version has been created with only blank content, not showing any changes.
Notes
- As adding an inline comment to the page adds content to its "body", this is why Confluence interprets it as a new version if a user has it open in the "edit' mode.
- However, if the inline comment is added and no one is editing the page or the changes are saved as a draft, a new version will not be created.
- Even though a new version is created, as soon as the page is published, the changes made in the edit mode should be displayed in a different version (after the one created with the inline comment) if the user had the "edit" mode still open.

Suggestion
Although it might be expected to see a new version as the "body" of the page changes, similar to how the inline comments work when no one is editing the page, this is a suggestion to avoid creating new versions as it can cause confusion to users as to why "blank" changes are being added to the page history when the user itself did not publish the page.
Another suggestion could be to also have the new version explaining that a new inline comment is added, creating it.
