Drag and Drop of files in the view mode opens them in a new tab on new editor

Issue Summary

Drag and drop of files in Confluence is not working in view mode with the new editor.

Steps to Reproduce

1. Open a page in view mode with the new editor.
2. Drag the file directly onto the page.

Expected Results

The file should be attached to the page.

Actual Results

The file is opened in a new browser tab.

Workaround

Open 'More Actions' >> Attachments  and drag and drop the file to the 'Drop files here to attach them'
