Inline comments are not visible intermittently

Steps to Reproduce

1. Create inline comments on any page
2. Refresh the page and the inline comments are not visible
3. the issues is intermittent

Expected Results

inline comments should be visible and highlighted all the time

Actual Results

Intermittently Inline comments are not visible, inline highlights are missing

Workaround

Create a new inline comment on the page and the rest of the inline comments are visible again.
