Issue Summary

When using a mouse, the tooltip blocks the click area for the 'more actions' button in edit mode

Steps to Reproduce

1. Open a draft
2. Hover over the 'more actions' button in the upper-right corner

Expected Results

The tooltip doesn't block the button

Actual Results

The tooltip blocks the button.

Using a keyboard, the tooltip is below the button.

Click smaller click area or use a keyboard
