Issue Summary

If an external collaboration user is also a JSM user, Confluence will treat the user as a JSM user. Therefore, the user can't access any External Collaboration spaces.

Steps to Reproduce

1. Create a JSM user
2. Add to a guest group in Confluence with external collaboration
3. Update the permissions on the space to include guests

Expected Results

Guests should have access to the space

Actual Results

If the user is also a JSM user, they won't have access.

Workaround

No current workaround without removing JSM access.
