Issue Summary

when user's language preference is set to Russian then creating a documentation space throws an error on the overview page

Steps to Reproduce

1. Set Language to Russian(русский) from id.atlassian.com
2. Create a space of type documentation
3. Click on create

Expected Results

• It should open the overview page in the Russian language

Actual Results

Overview page throws the below error :
Failed to parse ADF: <div class="error fatal-render-error">Error: RuntimeException occurred while performing an XHTML storage transformation (Unexpected node in adf-node: ac:adf-fallback)</div>

Workaround

Change the language to anything eg English.
