First macro in global template cant be edited once template is saved

Issue Summary

In Global template, when we add the very first macro and save it works as expected but As soon as you go edit the template and attempt to edit the macro to change the parameter, it does not show the edit option at all.

Steps to Reproduce

1. Create a global template
2. Add any macro to the template ( I tested with most used macro that is TOC, Contributor and space list macro)
3. Save the template.
4. Edit the template again
5. Attempt to edit the macro.

Expected Results

The first macro in the template should have edit option (pencil icon) when you click on macro.

Actual Results

It does not show the edit option at all.

Workaround

Add another macro ( same or different one). Now you will see the edit option on both the macros.

This workaround is pretty helpful when we have two macros added in the template but when we have just one macro, edit cant be done unless we re-add the macro again on the template page.
