Specific macros don't work with public links

      Issue Summary

      When sharing a page using the public links feature, certain macros such as the table of contents (TOC), Attachment macro, and Office macros won't load.

      Steps to Reproduce

      1. Create a page with a few heading texts and insert any macro listed above
      2. Publish the page
      3. Make sure the public links is enabled for the instance and create a public link for that page
      4. Open the public link in a private browser window

      Expected Results

      The macros should load as expected.

      Actual Results

      The following error is thrown for TOC:

      Error loading the extension

      For office and Attachment, macro users are prompted to log in.

      Notes

      The macro loads correctly when viewing the page while authenticated on the instance (not using public links).

      Workaround

      Currently, there is no known workaround for this behavior. A workaround will be added here when available
