Issue Summary

headlines that are in an excerpt include macro are not displayed in the content macro.

Steps to Reproduce

1. Add an excerpt include macro on a page
2. on the same page add TOC macro
3. TOC does not list Headings from the Excerpt include macro 

Expected Results

TOC should list Heading from the Excerpt include macro 

Actual Results

TOC does not list Headings from Excerpt include macro.
