When using "system.editor.precursor.buttons" as a webItem location, an additional "Unrestricted" item is shown

Issue Summary

When using "system.editor.precursor.buttons" as a webItem location, an additional "Unrestricted" item is shown in the Confluence UI.

Steps to Reproduce

1. Install the https://glitch.com/edit/#!/dx-connect-confluence-webitems-precursorlocation app (link to connect.json)
2. Browse to any page on your site

1. Open the page in Edit mode

Expected Results

Only the webItem specified in the connect.json is presented.

The screenshow shows that no "Unrestricted" item is added when no app is installed.

Actual Results

An additional and unexpected webItem called "Unrestricted" is presented.

Workaround

Currently there is no known workaround for this behavior. A workaround will be added here when available.

An option could be to use a different location but there isn't any other option when editing a page.
