Issue Summary

New spaces are not using default space logo

Steps to Reproduce

1. Go to ⚙️ (Settings) in the Confluence navigation > Default Space Logo  
2. Select Logo:ON 
3. Select Choose File to upload a new logo
4. Select Upload Logo 
5. Select Save
6. Go to Spaces and Create space

Expected Results

• The new space's logo should be the default space logo uploaded 

Actual Results

• The new space's logo is a random icon from Atlassian's gallery

Workaround

Currently, there is no known workaround for this behavior. A workaround will be added here when available
