Inline comments incorrectly deleted

Issue Summary

It is possible to have inline comments, by highlighting some text in the page and saving it, as well replying those inline comments and resolving them by clicking on the button resolve on the inline comment itself.

However, there is some inline comments being resolved without any actions from the users and the following message is displayed:

"Resolved because the text was deleted by"

Steps to Reproduce

It is not possible to reliable replicate this issue, but there is some steps to try replicating this issue:

1. Create a page with an expand and publish it
2. Make some edits
3. User 2 add a comment inside of the expand in view mode
4. Publish the page
5. See the comment in the expand get resolved

Expected Results

Inline comments untouched upon publishing page.

Actual Results

Some comments are getting resolved

Workaround

Currently there is no known workaround for this behavior. A workaround will be added here when available.
