Summary
By default, Confluence has the API for restrictions so the users can update and remove restrictions from pages that they have access to. However, this API will not work if the user does not have access to the page(s), even if the user is a space admin.
Suggestion
When the users able to see and change the restricted pages are no longer in Confluence, there is the need to remove such restrictions so they can be later changed.
Similar to how the Restricted pages function for space admins work, (see View all restricted pages in a space in Add or remove page restrictions), this is a suggestion to have an API to remove restrictions as space admin even for pages that the admin does not have access to.
