Ability to prevent Confluence Users from turning On / Off Anonymous Access

      Even if someone is an admin of their own space within our instance, we do not want to allow everyone the ability to turn their space into an anonymous access - enabled space.  Is there a way to control or disable the option of allowing anonymous access in certain or specific spaces within the instance in the global settings?  I couldn't see a way to turn this off.  We need anonymous access for SOME specific spaces, but we don't want other spaces to accidentally (or intentionally) become public spaces through anonymous access, so we want the ability to restrict anonymous access in specific (or all) spaces except those which we designate or approve as okay for anonymous access.
