Unable to create action items inside lists

Now when I try to insert action item it gets appended to the page right under the ordered list, not inside of it. 

For now,  this is how the Tasks are designed, they're meant to be a "block" item and take up the whole width.

but it should be possible to add an action item inside a list like next to a: in the above screenshot
