Attachment metadata API

      When providing a user experience to download an attachment, it's beneficial to show users the size of the attachment so they can determine if they wish to download it. 

      This request is to provide an API that apps can use to determine the size of an existing attachment.

      This is similar, but different to https://jira.atlassian.com/browse/CONFCLOUD-71930.
