Issue Summary

In TOC macro when exclude heading used, it does not show the TOC intermittently.

  Steps to Reproduce

1. Add any dummy text with headings on page
2. Add TOC macro
3. In TOC edit mode add headings that need to be excluded using the above format
   for eg a.|b.|c.|d.
   

Expected Results

It should exclude the headings in TOC and show the rest of the headings on the TOC macro

Actual Results

It breaks the macro and does not show anything.

Note: Preview shows fine but once the page published the TOC will not appear.

In some cases adding the heading directly helps. for eg
