add ability to navigate using "Table of Contents" macro while in edit mode

      CURRENTLY: users cannot use the Table of Contents macro to navigate within a document while in Edit mode

      DESIRED:  users should be able to navigate using the Table of Contents macro within a document while in Edit mode
