Issue Summary

The space overview and regular pages have similar layouts. The `
atl.footer` web panel appears in both the space overview and regular pages, however, the `atl.page.metadata.banner` appears only at the top of regular pages and not space overviews. Some apps need a web panel that appears in both locations.

Steps to Reproduce

1. Install Webfragment finder for Confluence.
2. Visit a space overview

Expected Results

The space overview shows the `atl.page.metadata.banner` web panel.

Actual Results

The space overview does not show the `atl.page.metadata.banner` web panel.
