Allow users with no page edit permission to add attachments to a comment

      Current State

      Today users with permission to add comments and add attachments are unable to add an attachment to a comment (missing add attachment button).

       

      Suggestions

      Allow users with add comments and add attachments permissions to add an attachment to a comment.

      Workaround

      Give add pages (edit the page) permission to the user.
