Issue Summary

If you highlight text from a Panel macro, and paste it on the page, only the text would be placed (not the macro). However, pasting the text inside the panel macro, would create a new Panel with the content.

This bug affects the new editor.

Steps to Reproduce

1. Create a page using the new editor.
2. Add a panel, and add some text to it.
3. Highlight the text from this panel.
4. Add a new panel on the page.
5. Paste the text on the new panel.

Expected Results

The text should be pasted inside the macro.

Actual Results

A new panel is created for the text.

Workaround

Paste the text on the editor, and then copy from it, to paste inside the macro.
