Issue Summary

When publishing a page that uses the legacy editor template, a message stating that there are Unpublished changes is displayed. This is intermittent, meaning that the phenomenon can't always be replicated.

This does not happen with the new editor.

Steps to Reproduce

1. Either create a new page using the Legacy editor template or copy a legacy page.
2. Publish the page.
3. Edit it again. Add new content or simply publish it as it is.

Expected Results

The page should be published without any messages for unpublished content.

Actual Results

An Unpublished changes message is displayed. The following video demonstrates the intermittent phenomenon:

Workaround

Currently, there is no known workaround for this behavior. A workaround will be added here when available.
