Unlicensed and Guest users face a "page restricted" message when tapping a Tiny link

Issue Summary

When unlicensed, but, authenticated users (configured through Confluence and Jira Service Desk or Guest users) try to tap a tiny link copied from the Page information part of a page or the Link to this page tiny link's option, a "this is a restricted page" message will be displayed for the users, even though they have access to it.

Steps to Reproduce

1. Create a Jira Service Desk project and link it to a Confluence space.
2. On the project configuration, make sure that the Knowlege base permission has the following configuration in order to allow active users without application access to see the space:

   Everyone with access to your service desk can view articles without a Confluence license. This option is best if you want to share knowledge base articles with your customer.

3. Now, make sure to create a user that is active, but, does not have application access, like the following example
   

Now that the user and configurations are applied, it is time to reproduce the issue in Confluence.

1. As a licensed user, go to a page in the space with unlicensed access, tap the ellipsis button on the right side and select Page information or Link to this page.
2. Copy the Tiny Link page URL and either add it to an external site (so the user can click on it.) or provide URL to the unlicensed user in order to paste it into the browser.
3. Have the created unlicensed user tapping the URL link or directly pasting it into the browser.

Expected Results

The user should be able to access the page due to the current configuration.

Actual Results

The user gets a This is a restricted page message. The Tiny URL gets converted to the following when this phenomenon is observed:

Workaround

• Option 1) Have the user accessing the full URL of the page.
• Option 2) Hit Share > Copy link (this option works for Guest and unlicensed users).
