- Choose Product Requirements template.

A blank page is created.
Workaround
If you edit the template (it can be a "blank edit"), the template will work again.
- Access your Confluence home page.
- Click on Settings, on the sidebar (or click on the cog icon on the top right corner, in case you are using the new navigation bar).
- Click on Global Templates and Blueprints, on the sidebar.
- Find "Product Requirements" template and edit it.
- Save (there's no need to actually update the content).
