Issue Summary

• If a site is below Cohort 2 or lower, page created from template defaults to Tinymce, but the Decision log templates fails to get created.

Steps to Reproduce

• Login to a Cloud Site, which is below Cohort 2
• Create a page using Decision Log

Expected Results

• Page gets created with the Decision Log template

Actual Results

• No page is created.

Workaround

• Ask Support to apply the workaround, use proxy and as per the hello page, , use Proxy and set {\"cohort\": \"All_Pages_Opt_In\",\"force\": \"true\"}
• Once done the page created from the template will use fabric and the decision log will be created
