Description
Background
When using the "Approve following domains" option at the site level to provide site access to users we don't have the option to disable email notifications sent to site admins. Currently, all the site admin will receive an email notification when a new user gets access. Many of the site admins don't wish to receive these notifications.
It will be helpful to allow configuration to disable these notifications and allow to configure which site admin gets the notification.
