Add the ability to retrieve a user's time zone from the REST API

      Currently there is no ability for apps to retrieve a user's time zone via the REST API. Vendors have requested this ability via https://community.developer.atlassian.com/t/confluence-cloud-time-zone-get-via-rest-api/35954/2. In contrast, Jira does provide this ability. 

      When looking into this, keep in mind user privacy considerations such as outlined in this community thread.
