Images linking to anchors are not working on the Legacy Editor

Issue Summary

Images linking to anchors are not working on Legacy Editor.

Steps to Reproduce

1. Create a page using Legacy Editor.
2. Add an anchor to the page.
3. Add an image to the page.
4. Use the image as a link to the created anchor.
5. Publish the page.
6. Click on the image.

Expected Results

The link should work and the page should be reloaded according to the anchor position.

Actual Results

Nothing happens.

Workaround

If you open the link on a new tab (hold command (Mac)/ctrl (Windows) while clicking on the image), the new tab will load according to the anchor position.
