Improve the message for smartcard links for pages that users don't have access in Confluence

    Description

      It would be useful, to not cause more confusion among users, if the smartlink card that converts the URL of a page into the name of a page in the new editor, when restricted or if the users has no permissions to access that page, show a error message that the user has no permissions to access it or to request access to see it, likely as when the user has no permissions to see JIRA issues.

      Instead of the page name in the smartlink card, the entire URL is shown and a small padlock icon on the left is shown.
      The error for "this is a restricted page" only shows when the users tries to access that page.
