Title panel is not shown for office files if there's an office macro on the page

      Issue Summary

      The panel that contains the file's name, options to download and edit the file, which is usually shown when opening an office attachment (word, excel, powerpoint) will be hidden if the page also has an office (Office Excel, Office Excel, Office Powerpoint) macro on the legacy editor.

      Steps to Reproduce

      1. Create a page on the legacy editor
      2. Attach an office file
      3. Add an office macro (but don't remove the attachment view)
      4. Publish the page
      5. Click on the office file to preview it (click on the file, not on the macro)

      Expected Results

      The top panel containing the file's name, options to download and edit the file should be shown

      Actual Results

      There's no panel at the top of the file previewer

      Workaround

      The available workaround is to either remove the office macro or use the new editor.
