Issue Summary

The Table of Contents Zone macro displays panel macros and tables in the legacy editor, even if the editor/page is using the new editor.

Steps to Reproduce

1. Create a page using the new editor
2. Insert a Table of Contents Zone macro
3. Add a table or panel macro inside the Table of Contents Zone macro
4. Create another table or panel outside of the Table of Contents macro to compare.

Expected Results

All results should display using the new editor format.

Actual Results

Table and panels inside the TOC zone macro display with legacy editor format.

Workaround

Currently, there is no known workaround for this behavior. A workaround will be added here when available.
