New editor file viewer does not show tool tip

Issue Summary

The file viewer on the new editor does not show a tooltip when hovered over

Steps to Reproduce

1. Open a Confluence page created with the new editor
2. Add an attachment to the page
3. Click the attachment to view it
4. Hover over the tool icons

Expected Results

A tooltip shows describing the tool

Actual Results

No tooltip is shown

Workaround

Currently there is no known workaround for this behavior. A workaround will be added here when available
